AARP
Robert R. Hagans, Jr. was appointed as the Chief Financial Officer at AARP in July of 2001, and is currently Executive Vice President. He oversees the division of Financial and Operational Services, which is responsible for the fiscal, environmental and physical resources of the organization.
AARP is a nonprofit, nonpartisan social welfare organization with a membership that helps people 50+ have independence, choice and control in ways that are beneficial and affordable to them and society as a whole. It produces AARP The Magazine, the definitive voice for 50+ Americans and the world's largest-circulation magazine with nearly 35 million readers; AARP Bulletin, the go-to news source for AARP's millions of members and Americans 50+; AARP VIVA, the only bilingual U.S. publication dedicated exclusively to the 50+ Hispanic community; and the website, AARP.org. AARP Foundation is the charitable arm of the Association which solicits gifts and grants to support community programs and services throughout the country. AARP has staffed offices in all 50 states, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands.
Mr. Hagans directs a range of AARP’s financial, administrative and support services, and provides strategic guidance and expertise in all areas of the Association’s fiscal management, strategy implementation and policy formulation. This includes oversight of approximately $8 billion in annual cash flow for AARP and related entities, a $1.4 billion operating budget, and the $0.5 billion AARP pension plan. Financial and Operational Services (FOS) manages AARP's multi-year financial planning, budgeting and forecasting; treasury and investments; tax reporting and planning; and accounting and financial reporting activities. The division provides project management and training and support for the systems used to manage AARP’s money and assets. FOS also manages AARP’s real estate, facilities and office services, procurement and contract management, security, risk management programs, and print and mail operations.
Mr. Hagans serves on the Board of Directors for Industrial Bank as Treasurer and as Trustee, and on the Board of Directors for the Boys Girls Clubs of Greater Washington as Chair of the Finance Committee (BCCGW). He is currently a Baldrige Fellow, and is a graduate of Leadership Maryland, Class of 1999. Mr. Hagans is on the Board of Directors of the Greater Washington Board of Trade and a member of the esteemed Executive Leadership Council. He is also a member and mentor of the 100 Black Men of the DC Chapter; a member of the Alpha Phi Alpha and Sigma Pi Phi fraternities; and of the Guardsmen. He is past Treasurer to the Board of Directors of Children’s National Medical Center; past Chair of the Advisory Board for the Small Business Development Center at Howard University; and past President of the Government Finance Officers Association of the Washington Metropolitan Area (GFOA-WMA).
Mr. Hagans has over thirty years of work experience in non-profits and financial management. For the six years prior to his appointment at AARP, he served as Director of Finance for Prince George’s County (Maryland) Government where he was responsible for the management of the $1.7 billion in cash flow of County funds and the $780 million debt management program. He served on several boards and committees, including Trustee on the $1.0 billion Prince George’s County Police and Fire Service Pension Plans; Chairman of the County’s Risk Management Committee; Board of Trustees for the Local Government Insurance Trust; and Advisory Board for the over $700 million Maryland State Local Government Investment Pool.
Prior to his Prince George’s County appointment, he served as an Assistant Vice President for Asset Management and Treasury Operations at Howard University where he was responsible for the $123 million endowment, the $161 million retirement fund and the $30 million self-insurance trust, the $173 million tax-exempt debt activities and the treasury operations team. Prior to his experience at Howard University, he served as Treasurer of the District of Columbia Government. In addition, Mr. Hagans has public finance, investment and commercial banking experience with Alex Brown & Sons, Merrill Lynch and Harris Trust and Savings Bank, respectively.
He holds a BA from Lake Forest College and an MBA from the University of Chicago. He has also performed post-graduate work at the University of Pennsylvania, The Wharton School. Mr. Hagans has been recognized by Who’s Who in America, Who’s Who in Finance and Industry and Who’s Who in the World. He resides in Mitchellville, Maryland with his wife, Andrea, and has two sons, Robert III and Alexander.
