1998 Opinion Poll - Politics For the first time in a Joint Center survey, a greater proportion of blacks than whites say they are better off financially than the previous year. More blacks than whites also say they will be directly affected by the outcome of the November election. While financial health is considered a reliable indicator of incumbents' job approval, and more blacks than whites have given serious thought to the upcoming elections, overall interest this year seems tepid among both groups.
