The Marlboro County Inter-Agency is a non-profit organization with a 35-agency membership and houses the Marlboro County, South Carolina Place Matters Team. The team has targeted action to be taken in the following two areas: (1) Gather ER use trend data and bring together the lead partners in a collaborative initiative to develop a plan to improve access to primary health and mental health care and medical homes; and (2) Gather high school graduation rate trend data and bring together the lead partners in a collaborative initiative to develop a five- year plan to provide more constructive after-school activities, reduce expulsion and suspension rates, and increase graduation rates.

Team Profile Details
Problem Statement:
- Marlboro County is typically one of the top 5 counties (of 46) with the highest unemployment rates in South Carolina.
- Those without jobs are apt to neglect health care needs for family sustenance.
- One hospital in the county, the emergency room is used by many of our uninsured, low income, and Medicaid populations as their primary care provider - leading to less than optimal care and driving up healthcare costs.
- Dropout percentage of enrolled 9-12 grade students in the county decrease from 9.0% in 2000-01 to 3.5% in 2004-05 (state average = 3.3%)
Team Objectives:
- Create outreach and healthcare navigators to connect people with primary health and mental health care and medical homes.
- Create healthy activity options for youth as alternatives to unhealthy behaviors that result in violence, teen pregnancy, and low graduation rates.
