While advocates of voter identification laws say the goal is to prevent fraud at the polls, Rep. Elijah Cummings insists that what is really at work is voter suppression during a campaign that promises to be a tighter than ever race for the presidency.

“As many as one in four African-American voters, more than one in six Hispanic voters, and about one in ten eligible voters overall do not possess a current and valid government-issued photo ID,” wrote Cummings in a press release Sept. 18, citing a NYU School of Law Brennan Center for Justice analysis of a voter rights bill he co-introduced with 13 House of Representatives members.

The bill, introduced as the America Votes Act of 2012 by Cummings and Rep. Rick Larsen (D-Wash.), targets the drive spearheaded by Republican opponents of President Obama to require voters to produce government issued identification at the time votes are cast.

Between 1997 and 2005, numerous polls were conducted to assess the views of the U.S. population about savings behavior, expected sources of retirement income, and the status of the Social Security system. This report examines findings from these polls for African Americans, white Americans, and persons of all races (combined) and makes comparisons across racial/ethnic groups as data allow. The vast majority of these polls surveyed the general population without disaggregation by race. For example, 38 polls of persons of all races (combined) conducted between 1999 and 2005 were identified that included a question about optional stock market investment by individuals to foster the solvency of the Social Security system. However, only four polls (two by the Joint Center for Political and Economic Studies, one by AARP, and a survey series by Ariel Mutual Funds/Charles Schwab & Company, Inc.) were identified that surveyed either African Americans alone or African Americans along with other racial groups about this issue. As a result, racial comparisons cannot be made for all issues.

Despite these challenges, this analysis of public wealth-related knowledge and savings behavior reveals that many individuals do not have adequate personal savings and investments for retirement. This information powerfully demonstrates the need for social insurance, in particular for the Social Security program. In addition, knowledge gleaned from surveys about various racial/ethnic groups' views of Social Security reform proposals can help guide the development of reform proposals that address the needs and concerns of these groups. The major findings of this report are presented below.

The following analysis addresses one of the most important developments affecting the economic, social, and political life of African Americans in the new century. Generational cleavages are altering the bedrock of both national life and black life in the United States. These changes are governed by time and history, and they reflect the nation's economic, political, and social change as well as the differences in personal experiences that comprise and result from those changes.

It should be understood at the outset that this study is but the beginning of an effort by the Joint Center for Political and Economic Studies to understand and anticipate the consequences of these changes for the future of African Americans. These differences only began to surface in Joint Center national opinion polls in the early 1990s. Since then, there has been an accumulation of evidence allowing for not only the documentation, but the investigation, of these shifting policy views as a function of generational identity.
